  • Eric Brown, Vice President, Lockheed Martin Mission Strategy and Advanced Capabilities, Communications, PNT, and Space Security

    Eric Brown is the Vice President of Mission Strategy & Advanced Capabilities for Lockheed Martin Space’s Communications (e.g., protected, relay, commercial); Position, Navigation, & Timing (e.g., signal generation, space-based augmentation, alternative approaches); and Space Security (e.g., space control, resilience, space domain awareness, battlespace management command & control) missions. In this capacity, he is responsible for leading the company’s development of end-to-end solutions (architectures, space segment, ground / control segment, operations, sustainment, training, and adjunct capabilities) in partnership with operators globally. Mr. Brown works closely with defense, intelligence, civil, and commercial space operators, acquirers, and end users globally to anticipate future capability requirements and contribute Lockheed Martin’s breadth of expertise to today’s and tomorrow’s greatest space-related challenges, including enhancing the enablement of terrestrial missions ranging from smart cities and Internet of Things (IoT) to real-time tactical weapon / platform interfaces. Based on the criticality of space to today’s global security, Mr. Brown coordinates across Lockheed Martin’s complete portfolio – including fighter aircraft, missiles, and mission systems – to provide warfighters and decision makers the tools needed to sustain US and Allied operational advantage at the speed of battle.   • Dan Ceperley, CEO and Cofounder of LeoLabs

    Dan Ceperley is the CEO and cofounder of LeoLabs. Together with his founding team, he created LeoLabs to drive advances in space traffic safety, space situational awareness (SSA), and preservation of the space environment through actionable, real-time information. Prior to LeoLabs, he worked at SRI International as Program Director for Space Debris Tracking, Deputy Director of the Oceans and Space Systems Center, and Supervisor for the Allen Telescope Array (a radio astronomy facility). Dr. Ceperley led numerous SSA research and development efforts aimed at developing technologies for tracking the large constellations of low-cost satellites created in the space industry.

  • Joseph Cox, Leidos Technical Fellow, Space Cybersecurity Subject Matter Expert

    Joe Cox is the cybersecurity lead for the FEDSIM Sentinel program. In addition, he performs research on collaborative, autonomous cybersecurity across the space ecosystem. He was a physicist while on active duty in the US Air Force with assignments in satellite communications, weapons development, space radar, and missile defense. While a civilian with Missile Defense Agency he held numerous positions including Chief Engineer of space systems and as the Associate Director of its Space Knowledge Center. He also has a Master’s degree in laser optics, a C. Phil in astrophysics, and 14 publications in remote sensing, astrophysics, and space technology. Learn more

  • Lieutenant General DeAnna M. Burt, Chief Operations Officer for the United States Space Force

    Lt. Gen. DeAnna M. Burt is the Deputy Chief of Space Operations for Operations, Cyber, and Nuclear, United States Space Force, the Pentagon, Arlington, Virginia. As the Chief Operations Officer, Lt. Gen. Burt has overall responsibility for Operations, Sustainment, Cyber, and Nuclear Operations of the United States Space Force.

    Lt. Gen. Burt was commissioned in 1991 as a distinguished graduate of the Air Force ROTC program at Embry-Riddle Aeronautical University. Her career has included numerous satellite operations and staff positions in Air Force Space Command and U.S. European Command. The general has commanded the 2nd Space Operations Squadron, the 460th Operations Group, and the 50th Space Wing. She is a graduate and former instructor of the U.S. Air Force Weapons School, and a graduate of the School of Advanced Air and Space Studies. Prior to her current assignment, Lt. Gen. Burt was the Commander, Combined Forces Space Component Command, U.S. Space Command, and Vice Commander, Space Operations Command, U.S. Space Force. Learn more

    Melissa addresses the legal and ethical challenges and opportunities presented by technology for the improvement of life on Earth and beyond. With a background in protection and commercialization of technology and a passion for identifying and developing legal frameworks in novel areas, she uses her legal skills to identify and articulate responsible behaviors in the use of technology, ranging from social media to outer space. Her research addresses military, commercial and civil uses of outer space from LEO to Mars, with a particular focus on human uses of space and as Deputy Director of the ARC Centre of Excellence in Plants 4 Space, the growth of plants in space.   • Charles Galbreath, Mitchell Institute for Aerospace Studies, Senior Resident Fellow for Space Studies, Spacepower Advantage Center of Excellence

    Charles is a Senior Resident Fellow for Space Studies at the Mitchell Institute. Charles is a retired Space Force Colonel with 30 years of experience in a variety of space operation, acquisition, test, and staff positions, including the Deputy Chief Technology and Innovation Officer on the Headquarters United Space Force staff, Deputy Director for Innovation and Prototyping, Deputy Director for Strategy and Plans in OSD Space Policy, 30th Launch Group Deputy Commander, and Squadron Commander for MDA’s demonstration satellites. He deployed to Afghanistan as the Space Liaison to Headquarters ISAF and was an Air Force Fellow to the RAND Corporation.

  • Namrata Goswami, Faculty Associate at the Thunderbird School of Global Management, Arizona State University for their Executive Masters in Global Management

    Dr. Namrata Goswami is an independent scholar on space policy and Great Power Politics. She is a Faculty Associate at the Thunderbird School of Global Management, Arizona State University for their Executive Masters in Global Management. She was awarded the Minerva grant by Office of the U.S. Secretary of Defense to study great power competition in outer space. In April 2019, Dr. Goswami testified before the U.S-China Economic and Security Review Commission on China’s space program. Her book, Scramble for the Skies: The Great Power Competition to Control the Resources of Outer Space was published 2020 by Lexington Press; Rowman and Littlefield. Learn more

  • Christopher Johnson, Space Law Advisor at the Secure World Foundation, and a Professor of Law (Adjunct) at the Georgetown University Law Center

    Christopher Johnson is the Space Law Advisor at the Secure World Foundation, and a Professor of Law (Adjunct) at the Georgetown University Law Center where he co-teaches the Space Law Seminar. Mr. Johnson represents the Secure World Foundation at the United Nations Committee on the Peaceful Uses of Outer Space (COPUOS). He is a Core Expert and Rule Drafter in the MILAMOS project, a Field Editor at the Journal of Space Safety Engineering, on the Board of Editors of Air and Space Law, and serves on the US Board of Directors of the Space Generation Advisory Council (SGAC).

  • Colonel Matthew T. King Chief of International & Administrative Law, Office of the Chairman of the Joint Chiefs of Staff

    Colonel Matt King is Deputy Legal Counsel and Chief of International and Administrative Law, Office of the Chairman of the Joint Chiefs of Staff, Pentagon, Washington, D.C. He provides legal advice to the Chairman of the Joint Chiefs of Staff in his capacity as the principal military advisor to the President, the Secretary of Defense, and the National Security Council. Colonel King also advises the Joint Staff Directorates and the Combatant Commands on international, operational, administrative, and national security law issues.

    Colonel King previously served as the Staff Judge Advocate for the 30th Space Wing at Vandenberg AFB, supporting spacelift and western range operations; Air Staff attorney, advising senior leadership on Operations and International Law; Appellate Defense Counsel, representing clients before the AF Court of Criminal Appeals, Court of Appeals for the Armed Forces, and United States Supreme Court; Deputy Staff Judge Advocate at Little Rock AFB, supporting two wing commanders and subordinate units under three MAJCOMs; Assistant Professor of Law at the US Air Force Academy, teaching LOAC, Advanced LOAC, International Law, and Law for Air Force Officers, and serving as the Department of Law and Division of Social Sciences Executive Officer; Area Defense Counsel at Ramstein AB, Germany; and Assistant Staff Judge Advocate at Ramstein AB and Sheppard AFB, TX. Colonel King has deployed as the Deputy Legal Advisor (LEGAD) to the AFCENT Combined Air Operations Center (CAOC) at Al Udeid AB, Qatar; LEGAD to the NATO Commander of Kandahar Airfield, Afghanistan (COMKAF); and Deputy LEGAD to the NATO Headquarters in Sarajevo, Bosnia-Herzegovina (NHQ-Sa).

    Jessica Rousset is the Deputy Director of the Interplanetary Initiative, leading its strategy, collaborations and operations. Jessica is a mission-driven operational, business development and commercialization leader focused on growing early-stage technology companies, creating innovation engines in large organizations and bridging academic, government and corporate interests toward the common goal of improving people’s lives. She led a publicly-traded drug delivery company as its COO and served as the head of innovation at Children’s Hospital Los Angeles, where over a 10-year period, she founded its Center for Innovation, helped launch medtech and biotech companies improving children’s lives and established an FDA-funded national pediatric technology accelerator.     Daniel Rothenberg is professor of practice, School of Politics and Global Studies at Arizona State University, co-director of the Center on the Future of War, and a senior fellow at New America. He also co-directs the online master's in global security. Previously, he was the founding executive director of the Center for Law and Global Affairs at the Sandra Day O’Connor College of Law, managing director of international projects at the International Human Rights Law Institute at DePaul University College of Law, senior fellow at the Orville H. Schell, Jr. Center for International Human Rights at Yale Law School, assistant professor in the Department of Anthropology at the University of Michigan, and a fellow in the Michigan Society of Fellows.   • Colonel William "Dan" Sanders, Deputy Director, Strategy and Plans, Office of the Assistant Secretary of Defense for Space Policy

    Colonel William D. Sanders serves as the Deputy Director for Strategy and Plans in the Office of the Assistant Secretary of Defense for Space Policy. In his current position, he leads the Department’s efforts to align space strategic messaging in support of integrated deterrence. He has served twenty years in a variety of military space operations positions, including the commander of the 4th Space Control Squadron and operations officer in the National Reconnaissance Office. He holds a PhD in military strategy from the School of Advanced Air and Space Studies.

  • Lieutenant General (ret) Robert Schmidle, U.S. Marine Corps, Advisor on Cyber Capabilities and Conflict Studies, Professor of Practice, Center on the Future of War and School of Politics and Global Studies, ASU

    General Schmidle is the University Advisor on Cyber Capabilities and Conflict Studies at Arizona State University. Dr. Schmidle is also a Professor of Practice in the School of Politics and Global Studies. Additionally, he is a Senior Fellow in the Center on the Future of War at Arizona State University.

    While on active duty he served as the first Deputy Commander of United States Cyber Command, responsible for standing up the command while concurrently executing full spectrum cyber operations. Subsequently he was the head of Marine Aviation and his final assignment on active duty was as the Principal Deputy Director, Cost Assessment and Program Evaluation in the Office of the Secretary of Defense.   • Lieutenant Colonel Joshua Wolff, Deputy Staff Judge Advocate, United States Space Command

    Lieutenant Colonel Wolff is the Deputy Staff Judge Advocate for United States Space Command. In this capacity he advises the USSPACECOM commander and staff on law and policy matters affecting the command’s mission. LTC Wolff commissioned as an infantry officer from the United States Military Academy in 2003. He graduated from William and Mary Law School in 2010 and became a Judge Advocate. LTC Wolff’s assignments include Scout Platoon Leader at 1-327 Infantry Regiment in Hawijah, Iraq; Senior Trial Counsel at I Corps and Joint Base Lewis-McChord, WA; Brigade Judge Advocate at 173d Infantry Brigade Combat Team (Airborne) in Vicenza, Italy; Associate Professor of Administrative and Civil Law at the Judge Advocate General’s Center and School (TJAGLCS) in Charlottesville, VA; and Chief of National Security Law, USSPACECOM. LTC Wolff holds masters in law degrees in Military Law from TJAGLCS (2015) and Space, Cyber, and Telecommunication Law from the University of Nebraska (2020).
